About the Author

Julian Richards is a Research Fellow at the Centre for Security and Intelligence Studies at the University of Buckingham, and was previously a researcher at Brunel University's Centre for Intelligence and Security Studies. Prior to that, Dr Richards worked for 16 years in intelligence, counter-terrorism analysis, policy formation and training. In 1993, he was awarded a PhD from Cambridge University for his thesis on nationalism in Pakistan, and has since written numerous papers on terrorism, counter-terrorism and security. He is a regular facilitator on joint agency training programmes in the UK on intelligence analysis and terrorism.

Where’s the threat?’ said a former British Prime Minister from 1970s after the Soviet Union had broken up in 1991. True, the cold war was finally over, but as recent history has shown, this display of optimism was somewhat premature even at the time.

It was about then that despite the disappearance, in effect, of the old Soviet tyranny, other security threats from unexpected quarters began to emerge, culminating in the atrocities of 9/11 perpetrated by Al Qaeda.

The landscape of threat has subsequently undergone quite radical change, featuring certain developments that have been totally unexpected, e.g. the Arab Spring. This guide by Julian Richards first assesses the current state of play pertaining to the UK’s national security, then points up future threats and suggests ways and means by which these can be counteracted.

Penetrating and analytical, the guide is logically divided into three parts covering respectively, threats, responses and strategies. Part Three on strategies is particularly topical, with its discussions on, for example, the case for restructuring… Britain’s place in the world… the changing character of conflict… and the nuclear question.

There’s an interesting chapter on ‘Fighting Asymmetric Conflicts’, i.e. Afghanistan and additional chapters on ‘Restructuring Military Capability’…as well as domestic policies…EU, UN and NATO partnerships…and the US/UK ‘special relationship.

As one might imagine, there’s no one answer to terrorism, either by states, or individuals and indeed the list of actual and potential threats to national security is a lengthy one, ranging from overseas conflicts, to domestic unrest and extremism, cyber-security and of course natural and man-made disasters. Nonetheless Richards remarks in his thought provoking guide that ‘uncertainty is the essence of the contemporary challenge for national security strategizing,’ adding as an example that, ‘no government or intelligence agency had predicted the way events would unfold in the Middle East at the beginning of 2011, or the extent of them.’ ‘Flexibility is the key,’ he says, to coping with a range of unexpected situations.

Anyone involved with security issues, from those working in intelligence and counter-terrorism, to those advising on government policy, as well as researchers and academics, will all benefit by Richards’s thorough and systematic approach to this fraught, controversial and difficult subject.
